U.S.-Taiwan Relations under Biden: A conversation with Taiwan Representative Bi-Khim Hsaio
The United States and Taiwan have a strong, long-standing relationship, with robust economic ties, shared democratic values, and common stakes in regional security. As the Biden administration begins, what does Taiwan expect, and hope for, in U.S. policy toward Taiwan and aspects of U.S. policy toward China that affect Taiwan? What are the prospects for a U.S.-Taiwan bilateral trade agreement and Washington’s support for Taiwan joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP)? What are the implications of Taiwan’s response to COVID-19 and assistance to other countries for U.S.-Taiwan relations and Taiwan’s place in the world? Join us for a special program to address these questions—and yours—with Taiwan Representative to the United States Bi-khim Hsiao, moderated by FPRI’s Jacques deLisle.
Representative Bi-khim Hsiao assumed her position as Taiwan’s Representative to the United States in July 2020, after serving as a Senior Adviser to the President at the National Security Council of Taiwan. Representative Hsiao previously served four terms in the Taiwan Legislature, representing overseas citizens for the first term, and then the constituents of Taipei City and Hualien County through different terms. For many years she was ranking member of the Foreign Affairs and Defense Committee and previously the chair of the USA Caucus in the Legislative Yuan. After Taiwan’s first democratic change of government in 2000, she became an Adviser in the Office of the President, and was international spokesperson for all DPP presidential elections between 2000 and 2012. Between 2005 and 2012, she was elected Vice President on the Bureau of Liberal International (LI). She is also a founding Board Member of the Taiwan Foundation for Democracy.
Jacques deLisle is Director of FPRI’s Asia Program, Stephen A. Cozen Professor of Law, Professor of Political Science, and Director of the Center for the Study of Contemporary China at the University of Pennsylvania. He specializes in Chinese politics and legal reform, U.S-China relations, cross-strait relations, and China’s engagement with the international legal order.
