Council House Woes - Half-Homeless and Stressed Out by Council Retrofits

I've a weird story to tell about the Council, and what it's like being a tenant, in the midst of their retrofitting enthusiam. It involves chimney removals, possible ear damage, and stress levels through the roof. Apparently, many other council tenants have gone through the same circle of hell, where the council figure out ways to keep torturing you.
