Why we need to hold bureaucrats accountable for nursing home failures.

If we fire the minister, or the whole government tomorrow, the permanent government - meaning the bureaucracy - will stay in place.
Can we really expect to fix a broken system by leaving in place the people who built and perpetuated the broken system? No, we can't.
