GSP Performs Two EPIC PITs on Fleeing Hyundai

Trooper’s Report

On January 16, 2021, at 2117 hours, Iwas participating in a supervisory approved road check on GA 96 at Brown Road in Talbot County, Georgia. Ablack Hyundai Elantra traveling east on GA 96 b e g a n approaching the road check. The driver stopped in the road before making it to where I was
standing. I instructed the driver to pull forward and she complied. The driver again stopped short of where Iwas standing, and Iinstructed her again to pull forward. This time the driver passed by with the driver's side window a quarter of the way down. I yelled out for the driver to stop and they did. As I began approaching the vehicle, the driver then began to flee by accelerating at a high rate of speed. I ran back to my patrol vehicle, activated my emergency equipment, and caught up to the black
Hyundai Elantra bearing Georgia tag RTA6378. The driver failed to stop and continued to flee east on
GA 96. I advised the communication center that we were in pursuit. As we entered into Taylor County,
the driver was all over the two eastbound lanes by traveling from fog line to fog line and riding in the
center of the two lanes. As we approached a black F150 traveling in the right eastbound lane, the driver
of the fleeing vehicle got close and ran the F150 off the south shoulder. I then decided after ruling out
other possibilities that this pursuit needed to be terminated utilizing the PIT Maneuver (Precision
Immobilization Technique). As we were coming into a straightaway at mile marker 2, I observed that
there was no traffic in the westbound lanes or eastbound lanes. I then performed the PIT Maneuver.
The violator’s vehicle rotated off of the south shoulder and continued to rotate until it came back onto
the roadway striking the right side of my patrol vehicle. The driver accelerated and continued to flee
east on GA 96. At this time TFC Brooks came around me and took primary. As we approached mile
marker 3, TFC Brooks utilized the PIT Maneuver. This time the violator’s vehicle rotated around into the
front of TFC Brook’s patrol vehicle. Keeping continuous contact, TFC Brooks pushed the violator's
vehicle into the median where the pursuit came to a stop.
I exited my patrol vehicle and drew my department issued Glock Model 45 for officer safety and to gain compliance for arrest. I Instructed the driver to exit the
passenger side of her vehicle and she complied. The driver was placed under arrest without further
incident. We then cleared the vehicle to be sure there were no passengers. We asked the
communications center to release the radios and to notify the NCO.
I read the driver her Miranda Rights and she agreed to talk to me. I asked the driver for her
name and date of birth. The driver gave me her name of Bethany Dowdell and birthdate of / /2000.
I asked her why she attempted to flee from us. She stated that she did not have a driver’s license and
there was no insurance on the vehicle. As I was talking to her, I could smell a strong odor of marijuana
coming from her person. I asked her when was the last time that she had smoked marijuana and she
stated about 30 minutes prior to the pursuit. I read her the Georgia implied consent notice for suspects
under the age of 21 and requested a blood test. She agreed to the blood test.
A search of the vehicle was conducted, and no contraband was found. Cpl. Holloway arrived on
the scene to work the crashes related to the PIT Maneuvers. After he was finished documenting, the
violator's vehicle was turned over to Ray’s Paint & Body Shop.
Cpl. Riggins with the Talbot County Sheriff’s Office transported Dowdell to the Talbot County EMS Station for a blood draw as I followed. Once we arrived at the EMS Station, Dowdell asked why
she needed to give blood. I reread her the Georgia implied consent notice again asking for a blood test.
She agreed again to give blood and stated that it was going to come back positive for marijuana. AEMT
Humphrey conducted the blood draw.
Cpl. Riggins then transported Dowdell to the Talbot County Jail as I followed. Once we arrived at
the jail, Dowdell was turned over to the jail staff without further incident.
