2022 Distinguished Alumnus: Albert Hawkins III   - Acceptance Speech - Nov. 11, 2022

After a 30-year public service career, Albert Hawkins III launched his own Public Policy Consulting business and now works across an array of state policy, fiscal, and operational areas. He was appointed Executive Commissioner of Texas Health and Human Services by Governor Rick Perry, serving from 2003-09. Hawkins previously served as a Senior White House Staff member under President George W. Bush as Assistant to the President and Secretary to the Cabinet from 2001-03. From 1995-2000, he served as State Budget Director under Governor George W. Bush. His more than 15 years (1978-94) at the TX Legislative Budget Board, from budget analyst to Deputy Director, formed the foundation of his career. Recognitions include the 1998 John Ben Shepherd Outstanding Texas Leader Award; the 2004 Bob Bullock Award for Outstanding Public Stewardship; Austin Urban League’s 2005 Whitney Young Award; and being named a 2001 Distinguished Alumnus of the LBJ School of Public Affairs at UT Austin.
