Bill Ellard of Energy Solutions Partners discusses the current and future trends in the solar industry, with a focus on utility tariff reform for residential premises. Bill Ellard is founder of Energy Solutions Partners (ESP) in Boulder, CO. Originally trained in econometrics, statistics, and energy economics, Bill, through ESP, provides consulting services to utilities and municipalities exploring opportunities in distributed generation (DG), as well as solar microgrid project development, and utility software architecture.
