Experts are cautious: the Atlantic Council says the MOU will reduce violence and reopen shipping but does not resolve the core issues around Iran's nuclear programme or sanctions. CSIS says the technical nuclear talks that follow will be the real test. The next 60 days will determine whether this MOU becomes a historic peace — or just another pause.
