Assembly Education Committee Testimony on AB 2189 (Nguyen)
AB 2189, the California Special Education Parent Advocacy and Training Act, has passed out of the Assembly Education Committee and now heads to the Assembly Appropriations Committee on May 6.
At the hearing, powerful testimony from parents made one thing clear: families across California are navigating a complex system without the training, coordination, or support they need—and they’re asking for change.
Assemblymember Stephanie Nguyen, a parent of a child with disabilities, emphasized that as federal oversight weakens, California must step up to protect students’ rights.
“The responsibility to protect and ensure the rights of California’s 800,000 special education students fall on us.”
Parent advocates Cindy Liu and Jane Chen shared deeply personal experiences navigating the system, highlighting how overwhelming, isolating, and inconsistent special education can be for families.
