Police Superintendent Lee is trying to be the Godfather of all prostitution, gambling and narcotic rackets. In this he is helped by Lam. First they force narcotics dealer Ng Sek-lau to cooperate. On his orders, Ng hijacks on the high seas a boatload of narcotics meant for another group headed by the Ma brothers. In the ensuing war between Ng and Ma, many people are killed. Lee gets Ma to quit and the dope scene is dominated by Ng. Ng seeks to expand his influence into gambling. His men try to take over Kam's underground casino which is protected by another branch of the police station......
