2005 Honda CRV Throttle Position Sensor Location & Problem

Is this a bad Throttle Position Sensor? I was driving as normal when the car just went limp. The power was gone and would stall immediately when coming to a stop. The Check Engine Light (CEL) came on and the VSA light. I can start the car and it jumps between 2000rpm and 3000rpm. I am waiting for a code reader to check the code since the car is at my house. Is this a bad Throttle Position Sensor? The actual problem in this video was the starter.
