Lychee or Govt: Who is responsible for deaths of children in Bihar?

Many children in Bihar are suffering from Acute Encephalitis Syndrome (AES) in Bihar. Understandably, there is a sudden panic, which has led to lot of misinformation out there. Do lychees cause AES? What factors are responsible for this situation? What does medical research say? What can the government possibly do?
