Who should vote in INDEPENDENCE REFERENDUMS?
It is now accepted that most cases secession are supported by a formal vote on statehood. But who should have the right to vote in independence referendums? As I explain, the issue is hugely important, and not quite as straightforward as it might seem.
Hello and welcome! My name is James Ker-Lindsay. On this channel, I take an informed look at International Relations with a particular focus on territorial conflicts, secession, independence movements and new countries.
Barring a few notable examples, it is now generally understood that independence processes should be underpinned by a formal democratic vote. And while there are a number of issues relating to independence referendums - also known as sovereignty referendums and plebiscites - one of the most important issues that needs to be decided is who should have the right to vote? This is often a source of major contention as it can shape the result. As I show, one element of this has been definitively settled. However, other choices are often left up to the relevant parties to decide, and lead to very different outcomes. Using the example of a number of recent independence referendums - including those in Quebec, Scotland, Montenegro, South Sudan and Bougainville - I show how the decision on who should vote in an independence referendum is often a crucial element of any process of secession.
