Russia’s “dead hand” system is still believed to be active. China is modernizing its missile forces while refusing to rule out artificial intelligence in its arsenal. The United States is driving programs like Project Maven, where battlefield intelligence is already generated without human review.

The danger is leaders under pressure trusting algorithmic recommendations when seconds decide whether nuclear weapons are used. Once this dependence spreads, deterrence itself could be rewritten by machines that see escalation as the default path.
