"We did not hamper him, instead we created the conditions for him to appeal to people at the rally openly. Now a criminal case has been started against the former president. If he does not come to us after the rally, then the special forces will act to detain him because we deprived him of his immunity last night and now the law enforcement agencies will have an opportunity to detain him."

STORYLINE:
Kyrgyzstan''s ousted president said Tuesday he is willing to resign if his security is guaranteed.
Kurmanbek Bakiyev, who fled the capital amid bloody protests last week, made the statement hours after holding a rally with about 5-thousand supporters that seemed aimed at gauging his ability to resist the self-declared provisional government.
During the rally, he had appeared defiant and dismissed demands that he should step down, saying, "I was elected by the people of Kyrgyzstan and, therefore, whatever the provisional government decides is not legitimate."
The crowd listening to Bakiyev was clearly enthusiastic; one speaker who appeared before Bakiyev even reportedly broke down in tears as he praised the president.
The atmosphere was peaceful and Bakiyev urged his supporters not to renew violence.
But speaking later in his home village of Teyit, he said at a news conference that he would "go into retirement if security is guaranteed for me and my relatives."
There was no immediate response from the interim authorities in Bishkek, who earlier Tuesday said Bakiyev would be arrested if he did not return to the capital.
Interim government vice-premier Azymbek Beknazarov had told reporters that if Bakiyev does not come to Bishkek after this rally, special forces would prepare an operation to arrest him.
The hardening positions on both sides raised the prospect of new violence in the impoverished, strategically important former Soviet Central Asian country.
The United States and Russia both have military bases in Kyrgyzstan and developments are being watched with concern in both Washington and Moscow.
Bakiyev fled the capital to his native south last Wednesday after a protest rally in the capital erupted into shooting and chaos; at least 83 people were killed.
