Hurricanes, Health Systems, and Human Survival: Strengthening Resilience in a Warming Caribbean

In this presentation, Dr. Latoya Storr examines the escalating impact of hurricanes on health systems across the region, as climate change intensifies the frequency and severity of tropical storms. Drawing on frontline clinical and leadership experience during Hurricane Dorian in the Bahamas—and incorporating insights from recent regional hurricanes —the presentation explores the evolving challenges and adaptive responses within disaster preparedness.

Participants will examine the cascading health effects of hurricanes—including trauma, infectious disease outbreaks, disruption of chronic care, and mental health crises—as well as the operational strain on emergency services and hospitals. The session discusses practical strategies for improving surge capacity, continuity of care, and climate-resilient emergency preparedness.

Emphasis will be placed on equity-driven approaches, local innovations, and policy-level solutions that strengthen health systems in Small Island Developing States (SIDS) and other vulnerable settings.
