Why Africa is neutral on Ukraine?

While the majority of African countries did side with Ukraine in the General Assembly vote, 17-nations abstained and one, Eritrea, voted against the resolution. But it was South Africa’s abstention that caught the attention of diplomats and political commentators. Why did so many African countries fail to condemn Russia’s actions in Ukraine, just as they failed to do so over the annexation of Crimea eight years ago?
