⚡ What is Cross-Subsidy?
— Large industrial consumers pay HIGHER electricity rates
— This extra amount subsidizes HOUSEHOLD consumers
who pay lower rates
— Railways was avoiding this by claiming Special Status
⚡ What Did Supreme Court Say?
— Railways ≠ Distribution Licensee
— Railways only uses electricity for its own operations
(trains, signals, stations) — doesn't supply to anyone
— Therefore Railways = CONSUMER, not DISTRIBUTOR
