— Railways buys electricity directly from producers
via Open Access (bypassing local companies)
— But uses local companies' TRANSMISSION LINES

— Large industrial consumers pay HIGHER electricity rates
— This extra amount subsidizes HOUSEHOLD consumers
who pay lower rates

— Railways only uses electricity for its own operations
