“Europe Is Stepping Up” — Mark Rutte Signals NATO’s Long-Term Military Transformation

Mark Rutte said NATO is undergoing a long-term strategic transformation as European allies dramatically increase defence spending and military capabilities.

Speaking during NATO meetings in Sweden, Rutte explained that while troop deployments and military announcements may change over time, the broader direction of the Alliance is now unmistakable: Europe is taking greater responsibility for its own defence.

The NATO chief highlighted major defence increases across Europe, pointing to examples including Germany, Netherlands, Poland, and Sweden.

He praised Sweden for accelerating its plans to reach NATO’s 5% defence target — including 3.5% core defence spending — by 2030, five years ahead of schedule.

Rutte stressed that these investments are necessary both to strengthen deterrence against Russia and to reduce Europe’s long-standing military dependence on the United States.

At the same time, he emphasized that the US will remain central to NATO’s security architecture, particularly through its nuclear umbrella and conventional military presence in Europe.

According to Rutte, NATO is moving toward a step-by-step transition where European allies assume a larger share of the Alliance’s conventional defence responsibilities while maintaining strong transatlantic unity.

“The Americans acknowledge this,” Rutte said, describing current troop adjustments and military decisions as part of a broader long-term NATO strategy.
