Who exactly is....MegaMan?

You'd think this would be an easy question but apparently not even the English Localization Team can get it right...

CORRECTIONS:

1. So- apparently I have to eat my hat on this one. It turns out MegaMan's ability to copy tools *isn't* listed anywhere with official sources (although I distinctly remember it). However, a LOT of people on the internet seems to echo this thought, but no one seems to have an actual source. This idea was partially adapted in the Archie Comics at some point too, which helped re-ignite the idea. The only thing I can confirm is that Rock WAS built as a lab assistant, and so it would stand to reason that he would be really useful as a second set of hands with any given tool, but not necessarily copy them. According to some source books, the Copy Ability was given to him AFTER he became MegaMan, and was not part of his original design.

2. So apparently, MegaMan and Roll ARE considered brother and sister in all forms of the lore. Apparently there is some art depicting Roll appearing to have a crush on Rock, but this is not the intended purpose. They were "built for each other" as a pair, and have a very close bond, but were never intended to be romantically involved. Other iterations of MegaMan and Roll however have no relation to one another, and so creators used this to pair them up. (In MegaMan Legends, Volnutt is not considered Roll's brother. Just a close companion who grew up with him.)
