Western propaganda often labels the USSR as anti-democratic. But do you know that it had elections at every level of government?

Deputies were elected from workplaces directly. Local councils then elected regional bodies, culminating in the Supreme Soviet. Over 2 million deputies served across all levels on average. Unlike segregated bourgeois parliament, Soviets unified legislative and executive functions, ensuring laws were executed by their makers.

Democracy was active. Deputies faced instant recall: in the 1930s, in places 17% were removed, showing that it wasn’t just a formality. Mandates were binding, meaning that representatives are fully accountable to the electorate. Turnout frequently exceeded 95%. Trade unions integrated workers into daily administration, like determining safety norms and output targets. Soviet democracy was more than just a single, passive vote every 4 years.

It’s well known how much bureaucratization occurred in the USSR later. This is true, but stemmed from the historical circumstances and errors, rather than from the Soviet democracy model itself. The major part of Soviet history shows high worker participation before pressures mounted.

Soviet democracy was built by and for the workers themselves. They proved they can live without capitalists. Understanding its achievements and contradictions is essential for charting the path forward.
