WHAT COUNTS AS ETHNIC STUDIES?:HOW TEACHERSARE BUILDING CALIFORNIA'S HIGH SCHOOL ETHNIC STUDIES CURRICULUM

In 2021, California’s State Board of Education passed state-wide curriculum standards for secondary-level ethnic studies and California’s governor mandated ethnic studies as a high school graduation requirement. To explore how teachers are conceptualizing their content and how much these conceptualizations are shaped by decisions at the state-level, namely the model curriculum standards, I conducted interviews with current high school ethnic studies teachers in California. My research questions were: (1) How do California high school teachers determine what curriculum to cover in introductory ethnic studies courses? What is included, what is left out, and why? (2) How do high school ethnic studies teachers in California perceive the new state-wide model curriculum standards for secondary-level ethnic studies? High school ethnic studies courses are sites of both contestation and social reproduction within school settings that have long operated as oppressive spaces for racially and ethnically marginalized youth. Data reveal how ethnic studies teachers successfully create sacred spaces that unsettle asymmetrical power dynamics, but also the moments when they inadvertently reinforce the status quo due to myriad political and structural constraints. Ultimately, my work highlights effective techniques and reveals areas for growth and reflection in high school ethnic studies classes in response to the increasing institutionalization of ethnic studies in California schools.
