✍️ MAKE YOUR VOICE HEARD: DCR PUBLIC INPUT TEMPLATE
Copy, adjust, and submit the template below to the DCR to ensure licenses stay with legitimate social equity participants:

1. Absolute Exclusion of Revoked Licensees and Financial Interests

The Position: Strongly Advocate for a New Rule.

The Argument: DCR must implement a strict, bright-line rule barring any individual or entity that has had a Missouri cannabis license revoked—or who held any financial interest in a revoked license—from participating in Round 3. With over 30% of early licenses already revoked due to predatory "straw applicants," allowing these bad actors or their backers back in strips legitimate, eligible participants of a fair shot.

2. Shift to Pre-Lottery Ownership Structure Reviews

The Position: Strongly Support.

The Argument: Reviewing ownership structures strictly before finalizing selections protects the program. Catching predatory management contracts early saves state resources, prevents slots from being tied up in lengthy revocation appeals, and ensures only 100% compliant, truly eligible participants move forward.

3. 19 CSR 100-1.190(1)(A)3 & 4 — Designated Contact Restructuring

The Position: Strongly Support.

The Argument: Restricting the "Designated Contact" strictly to an eligible majority owner stops consultants and predatory groups from acting as shadow puppet-masters. Forcing primary communications directly through the eligible applicant ensures transparency and operational involvement from day one.

4. 19 CSR 100-1.190(1)(F) — Red Flags for Majority Owned and Operated Criteria

The Position: Strongly Support.

The Argument: Explicit support is given to DCR’s expanded scrutiny of predatory contracts. Per-se invalidation for arrangements featuring exploitative exit fees, hidden voting limits, or unexecuted agreements is vital. These clauses are the exact tools predatory groups use to execute hostile takeovers, leaving eligible participants as owners on paper only.
