2-stoke Outboard Won't Hit Max RPMs/Speed With Correct Timing / Sync

Mercury Black Max 150hp 2-stoke; engine timing was correct but engine wouldn't hit upper limit of RPMs at WOT (wide open throttle) or top speed.

As shown if the throttle cable length isn't set correctly the throttle cam (the piece the rubber wheel rides along) won't be in the correct position and won't fully open the carb butterfly valves.

To adjust simply open the plastic retainer and spin the barrel to set the correct cable length. On this boat the top cable is for throttle and the bottom cable is for shifting.
