[Audi A3] 16683 - Boost Pressure Regulation: Control Range Not Reached

Engine: 1.9TDI BKC (2004) Description: starting from zero, a problem occurs when turbo wanna wake up but it can't. Visible when the car is on 4th & 5th gear. Gas pedal pushed in 100% when I put 3rd, 4th and 5th gear.
