libretro-atari800 Enhancements

I've been hacking on libretro-atari800 to improve the emulation support, and make it a nice first class citizen of the libretro ecosystem. Thus far I have added options to set system type, ntsc or pal, BASIC on/off, SIO acceleration, and boot from cassette, which should take care of 99% of the needs of playing Atari games. still more to be done (such as adding save state support, and Atari 5200 keypads, but that is coming...)
