my skyrim has no clouds

In this failed Let's Play segment, I find out that "THE FUCKING CLOUDS AREN'T WHERE [THEY'RE] SUPPOSED TO BE!" I later discover that the clouds had disappeared because I hadn't stepped outside before opening the map. This is what happens when the map is based on the state of the world space itself instead of being its own little instance.
