"Puff the Magic Dragon" -- immortal dragon hanger-on in Skyrim

Killed this guy with Destruction magic and the Dragon Shout Storm Call, but he wouldn't go down. Instead, he constantly circles me, sometimes going over so low he practically puts a part in my hair. He isn't hostile or aggressive any more, and he has no health, as can be seen from his health bar. He isn't affected by any type of attack. However, he does attack NPCs on occasion: he's done at least two strafing attacks with fire breath on targets I couldn't see clearly, probably trolls or giants. Reloading doesn't make him go away. Bummer. Now I can't fast travel.
