These jelly like sacs are the egg masses of the Pacific Neapolitan Lugworm ( Abarenicola pacifica ) . The are, if undamaged, filled with sea water which protects the eggs and larva from drying out and the stalk tethers them in place until they are ready to fend for themselves. The adult lugworm builds a U-shaped burrow in the mudflats and ingests the sand/mud mix making use of bacteria, It then processes the and digests nematodes, roundworms and microorganisms in the sand/mud and forms little mounds of poop piles on the surface.
