Если у вас установлена официальная версия игры, то BepInEx нужно распаковать в папку c:\Program Files (x86)\Steam\steamapps\common\Valheim. В других случаях в папку игры, которая была выбрана при установке. Сами моды распаковываем внутрь уже в BepInEx в папку plugins.
