Charges dropped in Philadelphia police shooting of Eddie Irizarry

All charges, including a murder count, have been dropped against former Philadelphia police officer Mark Dial, who killed 27-year-old Eddie Irizarry in what the court has determined to be a justifiable shooting. New York Law School professor Kirk Burkhalter, director of the 21st Century Policing Project, joined CBS News to discuss the development.
