Action Replay has the region lock bypass and the 1MB/4MB RAM built in it, so it has no problem playing the 4MB Import games. I think people confuse the RAM Cartridge with the ROM Cartridge. King Of Fighters '95 came with the ROM cartridge, which stored additional game data on it (too improve load times). So without that cartridge, you can't play the game. And since you can't have the ROM cart and the Action Replay with the region lock bypass in at the same time, it looks like you have to buy a Japanese system to play that game on.
