ASD Troubles, and odd electrical stuff

Doing some troubleshooting on the ASD circuit of a 99 Jeep Cherokee XJ 4.0L
Pulling that one 15amp fuse would trip the A/C clutch relay, the ASD relay, and the cooling fan relay - turning the cooling fan ON.... you'd think that removing a fuse, things would shut off, not turn on.
