Chain Jail is one of the most terrifying abilities in the entire series, not because it is the strongest, not because it works on everyone, but because of the exact opposite reason. It was built for one purpose, aimed at one group, and backed by the most extreme binding vow imaginable.

If Kurapika ever uses Chain Jail on anyone outside the Phantom Troupe, he dies. Not weakened. Not punished. Dead. And that single rule is the reason the ability becomes completely unbreakable against its targets.
