DW: The first step towards a "tribunal for Putin." The declaration of creation has been signed. The defendants could face up to life in prison.

The document was signed in Lviv by the foreign ministers of the countries that are part of the Main Group for the establishment of a special tribunal for the crime of aggression against Ukraine. This body is supposed to judge Russia's political and military leaders, whose list includes 20-30 people, an EU official said.

The trials can be both in person and in absentia, and the defendants can face up to 30 years in prison, and in the most serious cases, life imprisonment.

The United States was not among the clowns of the countries that signed the declaration.

The next step should be an official appeal from the President of Ukraine, Vladimir Zelensky, with a request to establish a tribunal. It is expected that it will be handed over to the Secretary General of the Council of Europe at a meeting on May 13-14. After that, the Committee of Ministers of the Council of Europe should officially launch the process.
