For over 25 years this scrap shop has created nuisance in C2B Block of Janakpuri, West Delhi, NCTD. See video, is from 27 April 2025. Scrap is a designated nuisance activity by the municipalities themselves here in India implying also that they will not be operating from residential areas. Despite that, this irritant business has plagued the block without checks. How could it even have been allowed to take off in the first place? These are DDA (Delhi Development Authority) residential housing flats.

I, resident of the same block have posted the following on the block WhatsApp Group on 28 April 2025:-

For RWA please, do you have an opinion on the matters? -~ 1). Noise Pollution, disturbance through the day from “municipality designated nuisance activity” scrap shop near gate no 2. 2). Installation of grilles at walking pavements edges by this illegal biz and other illegal biz operating alongside this said scrap shop. 3). Occupation of pavement outside this scrap shop and outside adjacent illegal biz by these same set of illegal biz and thereby troubling public and block residents too - have to walk on road thereby making walking hazardous and thus endangering life. 4). Occupation (illegal) of open space adjacent to flat 70A - and same ‘once upon a time’ rectangular open space accessible to block - by these same set of illegal biz. 5). Assertion by the gate no 2 security guard from years (now retired) that we should give our scrap material to this illegal biz only(!) and not anywhere outside! Residents may also plz voice opinion. 🙏 Thank you. ..

Earlier to this my msg, an audio had also been posted about the sounds that reach our house despite our house being inside of the block.

Unfortunately, the residents here and the RWA from past many years have not had the guts to raise alarm on this. Indeed that is very sad.

This flick should serve purposes, including compelling authorities to close it down and arrest the owners, runners, collaborators, beneficiaries that include the MCD (Municipal Corporation of Delhi) of course and in all likelihood the police too. They will get proofs or verifications from here. Public is encouraged to take matters in their hands, yes.

The WhatsApp message above also reveals more misdemeanours by these bad people, these louts, lafange type elements with doubtful parentage. They have introduced grilles on public pavements, they have occupied a previously open block space and they have also occupied walking pavement and all day long they beat plastic, iron, whatever else - they process scrap here(!) - that generates high decibel sounds that are noise to residents far into the block. So it is actually noise pollution also. Once again, see the grab for some appraisal. Yes, noise pollution is the final nail or trigger though it should have triggered this video action much earlier since noise disturbance has been a feature from always from here.

The Central Pollution Control Board, Judiciary Delhi or India should get cracking. Name of biz is Goyal Scrap. Unfortunately, bad people from the block encourage these goons to flourish (!) since they regularly sell them their household scrap. Not only that these scrap people prevent people from other scrap services to enter block premises. That is illegal. They have done so in the past. They wanna monopolize. Police should arrest this Goyal Scrap for preventing access of services to me, and when they are not even bonafides of this block. Some idiot residents from the block have also asked me to sell our household scrap to this illegal biz! Even the security guard had the audacity to insist to me rather strongly that household scrap should be sold to them! They are all on payroll of this scrap shop. Can you imagine? It is obvious that successive RWAs here have had people who were obliged by this gangster clan. RWA had issued a diktat earlier, if I recall correctly, that outside scrap services people will not be allowed into the block, only this illegal biz is allowed! Plz note, o reader, that this biz is illegal since it is operating from DDA flats in the first place. Some context: Janakpuri is a planned colony, DDA flats housing is planned housing. Byelaws apply. .. And then there are other violations, offences, crimes by them that get added.
