China's Electric Car Challenge: Recycling Batteries

China is expecting to reach its goal of having electric car sales account for half of all new car sales by 2026, 10 years ahead of schedule. However, the EV boom has an unwelcome side effect; expired EV batteries full of toxic chemicals. Paul Allen has more on how China is trying to tackle the problem.
