Philadelphia police expand drone use, but with little oversight from above

An Inquirer investigation examines how the Philadelphia Police Department's drone program has largely operated without the type of independent oversight and transparency that other cities rely on to guard against misuse of powerful surveillance technology.

Dozens of times a day, drones fly across Philly skies at the direction of the PPD.

These drones have given the police department an aerial fleet of modern equipment that can increase officer effectiveness and public safety. Still, other places have strict accountability policies governing their use. But two years into the program here, Philly City Council hasn’t enacted similar restrictions.
