AgNes Explained: What will Germany's new grid-fee rules for BESS look like after 2028?
Germany's current grid-fee framework for large-scale battery storage projects is set to expire at the end of 2028. With the proposed AgNes regulatory framework approaching, developers face the end of full grid-fee exemptions under paragraph 118(6) of the Energy Industry Act and must prepare for a complex new cost structure.
In this video, we explore how these upcoming regulatory changes will impact co-located solar and battery projects in Germany. We demonstrate how to use Gridcog to model the new tariffs, including capacity limits (Bestellleistung) and tiered energy rates (Arbeitspreis). You will see a step-by-step comparison of project revenues across different scenarios, from a baseline with no fees to fully integrated dynamic charges.
Watch as we test both import and export fee components to capture grid-supportive and grid-challenging battery behaviour. We also dive into how dynamic grid fees, adjusted for congestion events, can financially incentivise assets that relieve grid stress. Discover how strategic operation and flexible modelling can help your BESS project navigate these new costs and even benefit from negative grid fees.
💡 Gridcog's platform enables advanced modelling of complex energy projects, supporting smarter investment decisions, maximised revenue, and transparent regulatory compliance.
