6:41 shows the Answer Key with 15-C being the correct answer; however, personally, I agree with you. It seems that the correct answer could be "D" also, but the manual specifically advises against refueling with riders on board. Let see what does the manual say, specifically?

See Section 4, which is about transporting passengers safely. Refer to Section 4.5 –Prohibited Practices: "Avoid fueling your bus with riders on board unless absolutely necessary. Never refuel in a closed building with riders on board."
