OFSTED CHANGES - Changes in the new framework and ofsteds approach
A run through of the changes to the new ofsted framework and first steps on preparing for an inspection
Released 29th Jan 2021.
What’s new in the 2019 Framework?
The key change is the emphasis now placed on curriculum and curriculum planning, the “hot topic” (Amanda Spielman). Does this mean that exam results are deemed less important? In the past, more than 80% of final inspection grades correlated to the grade for standards/achievement.
What’s good about the new Framework?
Recognition of teacher workload as an issue
Repeats the previous view that they are not looking for a specific style of teaching
Repeated emphasis on pupil behaviour and reassurance for Heads: exclusion is a “vital tool”
Importance of character, extra-curricular activities and development of the whole person
What are the drawbacks of the New Framework?
It’s the sixth Framework in the past nine years, and is significantly different from its predecessor, so yet more change
Lack of clarity on what it expects in regard to curriculum - it says it values vocational and technical courses, but still expects a strong academic core; is the National Curriculum the benchmark, if so, how free are academies to break away?
NB but it isn’t Ofsted’s role to decide on the curriculum, that is for government or individual academies
During lockdown, the language of Ofsted has changed - “collaborative”, “constructive”, “professional conversations”, “sharing the same aim”. Robust, objective inspection is essential, but is now the time to reconsider the “banging on the chicken shed” approach and to devise a system that leads to real school improvement - surely, the key aim?
The Framework requires a great deal of work, but we can prepare :
I suggest an approach to self evaluation that results in a succinct SEF geared to the Framework - a crucial document for leaders, staff and governors.
