Pepco built their local substations to look like houses to blend in with the neighborhood. This house was just a shell to hold a transformer -- thick concrete floor, 1-foot brick walls, steel and concrete roof, a fake chimney to vent heat, and a big space inside. When the substation was no longer needed, it was converted into a real house by building a new frame structure inside it.
