Proximity to Venezuela and key shipping lanes made Trinidad strategically visible — a pattern that echoes in today’s security environment.

During the Cold War, Western intelligence agencies monitored Soviet activity across the Caribbean, including in and around Trinidad. Released and declassified documents from embassy cables and intelligence reports show that British and American representatives expressed concerns about Soviet diplomats, cultural attaches, and even students in Port of Spain. Soviet diplomatic presence, increased visits from Soviet ships, and trade officials in the Caribbean were interpreted by Western officials as part of an expanded Soviet influence and surveillance effort in the region. While no major espionage scandals emerged publicly in Trinidad, the concern reflected Trinidad’s strategic location near Venezuelan oil fields and its maritime access points that were of interest to global powers.
