Digital Technologies and the Post-Pandemic Development Challenge
Covid-19 is undoubtedly disrupting traditional institutions and economic markets. Not only has it disrupted supply chains and slowed down global economic growth, but it has also exposed and exacerbated the digital divide. For instance, less than one-fifth (18 percent) of households in Africa currently have broadband access, a challenge that worsens in lower-income and rural communities, making digital adaptation for such communities harder in pandemic times. Furthermore, small businesses (which make up substantial parts of developing economies) have been some of the hardest-hit sectors and are at risk of remaining stunted.
But despite facing such an acute crisis, emerging markets have a significant opportunity to fast-track their development goals by successfully adopting new and emerging digital technologies. In part, countries have tested their ability to pursue digital transformation by prioritizing financial services, judicial systems, and the education sector. Because of this, policymakers in developing countries now have a substantial momentum to partner with private sector actors to pursue the digital transformation of the wider political economy and leapfrog their way to achieve the Sustainable Development Goals.
