What Uber isn't telling you about service animals | ADA Requires They Be Allowed

The ADA requires transportation providers to modify any “No Pets” policy to allow the use of a service animal by a person with a disability. This does not mean a provider must abandon such a policy altogether, but that an exception to the general rule be made to allow the transport of service animals.
