Not that it's important but I'm working on a Crown PTH50 5,000lb pallet jack. It was given to me missing half the pump parts from a failed repair by a local mechanic. NOTE keep track of all your parts. I had to buy a spare junk unit for $40 and a repair kit for another $40.
FLOOR JACK INFO:
The Safety Overload valve (cap that says DO NOT OPEN/ADJUST/TOUCH etc) is a valve that allows pressure to bypass/release if someone tries to lift something heavier than the jacks rating. This is generally only found on floor jacks and is a simple check ball and heavy duty spring. It just needs the spring pressure to hold the check ball in place. So tightening it to collapse the spring and then back it off anywhere from a 1/2-a few turns as long as the spring is still under pressure is fine. Most I've come across are around 1.5-2 turns out. It will just bleed off under heavy load/not allow you to lift if you have it set to light(more turns out). I always count the turns in to collapse the spring and then remove it so I can set it back. For safety it's better to have it set too light and you can adjust it after everything is rebuilt/assembled with a load on it. Set it light and lift the heaviest thing you have. For 3ton floor jacks I generally do the full front/both wheels of a truck, which is around 2 tons. The concern is if it is set too heavy and someone tries to lift a 4 ton object with a 3 ton jack(it will do it) the seals could blow or the metal structure of the jack could collapse, dropping the jack instantly. However most of use will never put a 3 ton jack to anything more than 1-2 tons so really not a huge concern how tight you set it.
OIL FOR YOUR JACK:
Any el cheapo oil is going to be the same or better than came from the 3rd world factory. Any oil will actually work; even power steering fluid, motor oil, etc. You just want a thin non-detergent oil(most hydraulic oil is iso 32/sae10) so the particulates settle out and don't float around the system. This is a good oil https://amzn.to/2us17lr . Detergent oils pick up and carry the junk with it and allow scoring/seal damage; which you don't want. Of course the cheaper oils will have less antiwear stuff in them, but unless you're using it in a high production facility it won't matter. You can put iso68/sae20 non-detergent oil in a worn out jack to get more life or even power steering + stop leak to swell the seals and get a few months/years.
