RWBY Theory - How Salem Created A Grimm as Massive as the Whale

No grimm we have seen in the RWBY series even comes close to mathing the size of the Whalethat Salem brought to Atlas at the end of Volume 7. The size of this grimm is almost unbelievable compared to other grimm that Salem has under her command. So how exactly was Salem able to create a grimm this size?
