Neighbor Intentionally Parks Car in Front of my House

This was done to make me angry since the previous day I had my child play with her scooter in the front on our driveway. This is to discourage us from having any fun. This vehicle is normally always parked on the opposite side of the street, one door to the right or east. This is a pattern of harassment that has being going on since January of 2011 and includes many more things. Also notice the minicar parked on the other side. This is owned by the neighbor two doors to the west or left of me the same side of the street. He has plenty of space in front of his side and to the west side. He also does this thing where they park near or right in front of my home.
