Fixing a Free Lawn Mower

I got this Craftsman lawn mower for free and the previous owner said it had been sitting unused for a few years. It has a Briggs and Stratton 675 Series engine, the control cables are damaged and hanging off, and it needs cleaned up. The air filter was one of the worst I've ever seen.
