Ireland's FAILED health service. Why? Criminal negligence by government?

Irish hospitals buckling under winter pressures, ambulances parked for hours outside Emergency Departments, lack of beds, lack of care in the community facilities meaning those who are well enough to return home can't and those who are sick stay on trolleys waiting for beds. Continual incompetence from health service "ministers" year after year.
