Perp on Stolen Scooter Picks the Most Painful Way to Flee from FHP
Incident Report: On February 13, 2025, at approximately 11:40 AM, I observed a blue Honda Grom traveling eastbound on Griffin Road, just east of Interstate 95, operating in excess of the posted speed limit. The vehicle, displaying a Pennsylvania license plate number, was paced at a speed of 50 mph in a 45 mph zone. The operator was a white male wearing a blue ski mask.
Trooper Antonini and I attempted to initiate a traffic stop, activating our emergency lights and sirens. The driver failed to yield and instead made an abrupt U-turn, heading westbound in the wrong direction on the right shoulder of the roadway. As the vehicle approached the intersection of US-1 and Griffin Road, the driver crossed a grass median, weaving between vehicles in a reckless and hazardous manner with willful and wanton disregard for the motorists around him. The driver then made another U-turn at the intersection, once again traveling in the wrong direction, northbound in the southbound lanes of US-1. The driver continued to drive erratically, crossing four lanes of traffic and returning to the median to continue northbound on US-1.
I pursued the vehicle with my lights and sirens activated the entire time. The driver then veered onto the right shoulder, heading toward the Interstate 595 on-ramp. I positioned my patrol vehicle to the left of the suspect’s vehicle and issued verbal commands to pull over; however, the driver ignored these commands and continued driving northbound on US-1. The driver abruptly changed lanes and veered onto the exit ramp for Interstate 595, where he cut across a grassy median and then crossed four lanes of traffic, ultimately driving on the left shoulder of US-1.
At this point, I attempted to box the vehicle in, but the driver refused to stop and instead collided with the left side of my patrol vehicle. Following the collision, the driver exited the motorcycle and fled on foot. He fell to the ground shortly thereafter and was taken into custody without further incident.
Upon identifying the individual as Francisco Antonio Liscano, with a date of birth of 02/26/1991, I queried his driver's license, which returned a result indicating it was suspended due to two prior guilty convictions and no motorcycle endorsement while operating a motorcycle. The driver then admitted to fleeing due to possessing marijuana in his bag. A subsequent search of the bag yielded a small amount of marijuana residue.
Further investigation revealed that the motorcycle’s registration tag did not correspond to the vehicle. After providing the vehicle identification number (VIN) of the motorcycle—MLHJC9210R5201545—to the Lake Worth Regional Communication Center (LWRCC), a stolen vehicle alert was confirmed. The vehicle was confirmed to be stolen.
As a result, the driver was arrested and charged with the following offenses:
FSS 812.014(2)(c)6 - Grand Theft Auto
FSS 316.192(3)(a)1 - Reckless Driving Causing Damage or Injury
FSS 322.34(2)(c) - Driving with a Suspended License (Third or Subsequent Offense)
FSS 316.1935(4)(a) - Aggravated Fleeing and Eluding Police with Emergency Lights and Sirens Activated
FSS 843.02 - Resisting Arrest Without Violence
FSS 322.03(5) - Operating a Motorcycle Without a Valid Endorsement
The motorcycle was impounded and transported to Westway Tow Yard, where it was held for fingerprinting with a five-day hold. Fire Rescue was requested for the driver's well-being, and he was subsequently transported to Broward General Hospital, located at 1600 S. Andrews Avenue. After receiving medical attention, the driver was discharged and transported to the Broward County Jail for processing. This incident took place in Broward County, Florida.
